EC recommends against banning railway cargo transit to Kaliningrad
BRUSSELS, Jul 13 (PRIME) -- The European Commission (EC) has issued additional guidance on transit of Russia’s cargoes and recommended against banning railways cargo transit of Russia’s sanctioned goods to Kaliningrad with the condition of an appropriate control, as seen by PRIME in a corresponding document on Wednesday.
“This guidance confirms that the transit of sanctioned goods by road with Russian operators is not allowed under the E.U. measures. No such similar prohibition exists for rail transport,” the document read.
“Member States shall check whether transit volumes remain within the historical averages of the last three years, in particular reflecting the real demand for essential goods at the destination, and that there are no unusual flows or trade patterns that could give rise to circumvention,” the document read.
